Frequently Asked Questions

Q: What is the average monthly bill for Cedar Hills residents?

A: The breakdown of the monthly bill is as follows: Culinary water: $8.62 (minimum); sewer: $47.84(average); garbage: $10.99 (for one toter); pressurized irrigation base rate: $15.95, plus a PI usage fee starting at $12.98 per month according to lot size, billed monthly, year round; storm drain/flood control: $11.18; CUP: $4.95; paramedic fee: $6.95. This makes the minimum total $119.36.

Q: How is my sewer rate set?

A: The sewer base rate is $14.32 plus $4.19 per 1,000 gallons of the average monthly winter water usage, which is 8,000 gallons per month, making the average monthly rate $47.84. The winter water usage rate is figured by subtracting the first meter reading in the spring (usually end of March) from the previous final meter reading in the fall (usually October), and dividing that total by the number of months between readings. Multiply that amount by $4.19. This sum is added to the $14.32 base rate to arrive at the total sewer charge.

Example:

  • Meter reading in the spring (for example, March): 140
  • Previous meter reading in the fall (for example, October): 100
  • Difference: 40 gallons
  • Number of months between readings: 5
  • Average number of gallons used per month: 40 gallons ÷ 5 months = 8 gal/mo.
  • Consumption rate: 8 (gal/mo) x $4.19 = $33.52
  • Base rate: $14.32
  • Sewer Rate Calculation: $33.52 + $14.32 = $47.84

Residents who move in after the sewer rate is set in the spring are charged the city’s average sewer rate, based on 8,000 gallons, until the following spring when their personal average rate will be established.

Q: What is the charge for additional garbage toters?

A: The charge for each garbage toter is $10.99 per month. Additional toters must be kept for a minimum of six months. The charge for one recycling toter is $6.90 per month and $5.00 per month for each additional recycling toter. Residents who move in after the sewer rate is set in the spring are charged the city’s average sewer rate, based on 8,000 gallons, until the following spring when their personal average rate will be established.

Q: How do I set up an online account to view and pay my water bill?

The City of Cedar Hills utilizes paperless billing. This means, if you have an Internet connection, an email address, and a city account number, you can view current and past monthly statements online at XpressBillPay.com. Once the account is established on Xpress Bill Pay, select the paperless billing option. Those who do not opt out of paper billing or wish to continue receiving paper statements will receive a monthly fee of $1.35 on their bill for the pass-through cost of printing and mailing the bill.

While on Xpress Bill Pay, we encourage you to setup automatic payments using a credit or debit card, or a checking or savings account. Payments will continue to be received in the 24/7 drop box in the fire station parking lot on Cedar Hills Drive or at the city’s front desk during regular business hours.
