PLANNING COMMISSION MEETING

1.         This meeting of the Planning Commission of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order at 7:05 by C. Kroes.

 

2.         Swearing in of New Planning Commission Meeting (7:05 p.m.)

 

Scott Jackman was sworn in as a Planning Commission member, second alternate, by Kim Holindrake, City Recorder.


            Scott Jackman was recognized as a voting member.

3.         Amendments to the City Code, Title 10, Chapter 5, Section 15, Home Occupations (7:06 p.m.)

MOTION: C. Chandler - To approve the minutes of May 8, 2007; June 28, 2007; and July 9, 2007, Special Planning Commission and Regular Planning Commission Meetings. Seconded by C. Brown.

5.         Review/Recommendation on Amendments to the City Code, Title 10, Chapter 5, Section 15, Home Occupations (7:07 p.m.)

 

Kim Holindrake stated that in November the City Council adopted new regulations for business licensing. Title 10 of the City Code still contains old regulations that no longer apply. This ordinance removes that information. Additionally, any reference to business licensing refers to Title 3.


MOTION: C. Jackman - To recommend approval of the ordinance amending Title 10 of the City Code of the City of Cedar Hills, Utah, deleting Section 10-5-15, Home Occupations and amending Code references pertaining to Section 10-5-15. Seconded by C. Chandler.

6.         Review/Action on Site Plan Approval for the LDS Church on Ironwood Drive (7:14 p.m.)


Staff presentation:

Greg Robinson stated that the original site plan was a stake center. Now they would like a “Heritage” plan that includes a softball diamond. In the site plan meeting, the City asked for a change in access alignment, increased lighting and a slight change in landscaping. The City Engineer would like to see an addition of a stamped concrete wall along the residential side of the development to protect residents from noise and light pollution, a clarification that the developer will maintain the parking strip, and grass on both sides of the street sidewalks. Roger Knell, the developer, said that a four-foot wide strip of sod can be placed along the sidewalk. The landscaping around the baseball diamond was changed so that balls will not be lost in the shrubs. As far as fencing, the LDS Church puts in what is required by ordinance. In the previous version, vinyl fencing was approved. The fencing along the park is planned to be white vinyl open fencing. The LDS Church will landscape and maintain the park strip.


Commission Discussion:

The Commission would like to see white, open-rail vinyl fencing along the west side and a tan vinyl fence along the south side. A stamped concrete fence does not seem to be justified. The lights are 18 feet and project 50 feet out. The lights are 66 feet from the property line. Lower lights will leave the parking lot too dark.


MOTION: C. Chandler - To approve the site plan for the LDS Church located at approximately 10455 Ironwood Drive, subject to the fence on the south side being solid, tan vinyl and on the west side of the property white vinyl, open-rail fencing, that the developer maintain the park strip in the roundabout area, and that a 4-foot section of grass be laid on both sides of the sidewalk along both Ironwood and Cottonwood Drives. Seconded by C. Jackman.

7.         Committee Assignments and Reports (8:10 p.m.)

 

          Greg Robinson: Realigning the path on Cottonwood Estates would cost $50,000 and makes it a 21% grade.

          C. Kroes: C. Kroes attended a site plan meeting regarding the commercial property owned by Amsource. There is no gas station planned for the south side of the commercial area as depicted in a previous site plan meeting. A bank and some retail stores are interested in the site.
