1. This Work Session of the Planning Commission of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order by C. Petersen at 3:12 p.m.
2. Review Sign Ordinance
See handouts. Discussion regarding what the sign ordinance needs to cover. Discussion regarding residential zones and signs.
• Residentially Zones - respects residents and maintains the area for residents. These are the standards.
• Residential Area Signs - 1 sign not greater than 8 square feet per lot. No higher than 5 feet. Use definition from fencing section on clear vision area from the City Code. Safety problems? Sign can be double sided. Height measured at back of curb.
• Temporary defined - Any sign not promoting premises or home occupations.
• Numbered stickers for temporary signs. Contract signed?
• Process for temporary signs - come into office, tracked on a schedule, person given regulations.
• Regulate size, location, no lighting and no statement symbol or picture with obscenities.
• No flag streamers or balloons on long rope.
• Signs permitted per the permission of property owner.
• Temporary signs - Directional signs. Up in the morning and down at night. Weekends may be different.
• The Planning Commission may allow development signs related to a specific development project along collector and arterial roads. These signs may be only on undeveloped parcels. The development project site may have one sign on the development site, which location is to be approved at the time of final approval. Signs are not greater than 16 square feet, not higher than 10 feet, double sided. Only (how many) signs are allowed per development project.
• Restrict the amount of signs.
• Avoid Billboard signs or signs of that size.
• Allow grand opening (temporary)
• Big Box - very clear, don’t accept just what they use.
• No electronic signs ( Vegas Signs)
• Deal with light pollution - time limit - light during business hours only.
• Allow - Monument Signs
• Need to address home occupations and premises occupations.

Kim Holindrake will prepare a draft encompassing the discussions and definitions. This will be e-mailed to the Planning Commission members and an additional work session will be held next Wednesday, August 17, 2005, at 3:00 p.m. at the Public Safety Building. The Planning Commission will review the draft ordinance and discuss commercial regulations.
3. This meeting was adjourned at 6:00 p.m. on a motion by C. Petersen, seconded by C. Volden and unanimously approved.
