PUBLIC HEARING
1. This Public Hearing of the Planning Commission of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order at 7:04 p.m.
2. Annexation Policy Plan
No public comment.
3. This public hearing was adjourned at 7:08 on a motion by C. Gardner, seconded by C. Prolo and unanimously approved.
PLANNING COMMISSION MEETING
1. This meeting of the Planning Commission of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order at 7:08 p.m.
2. Approval of the Minutes from the February 13, 2003, Public Hearing and Regular Planning Commission Meeting (7:08 p.m.)
MOTION: C. Laemmlen - To approve the minutes of the February 13, 2003, Planning Commission Meeting, as printed. Seconded by C. Brenchley.

3. Review/Recommendation on Amended Plat for Bridgestone, Plat D (7:09 p.m.)
See handouts. The corrections that were previously discussed have been made to the plat.
• Some units have been rearranged and situated differently, but the number of units has not changed.
• The clubhouse has been moved closer to Plat A, but is still in Plat D.
• Descriptions for the road next to the school have been provided. Discussion of the road as to whether the City received it by dedication or whether an easement was granted.
• Verify water rights.
• On corners of building envelopes, they have assigned a coordinate to exactly determine where the envelopes are.
• Public utility easement resolved.
• Access to the clubhouse would be through Plat A. There were originally 8 stalls shown in the plat, they have made one handicap accessible. This parking is for the clubhouse, the individual units have underground parking.
• Rendering of the entrance monument included in packet.
• Signatures from owners in Phase D, which includes 2 existing buildings. This has been received by the City already.
• Coordination with the school is important on the road access. This needs to be resolved and verified. Discussion of Bridgestone Drive and where it currently is completed. Prefer easement over dedication of the joint road with the school for maintenance. There is sewer and storm drain under that road as well as a looping water line.
MOTION: C. Prolo - To recommend final approval of Amended Bridgestone, Plat D, subject to: 1) Sufficient water rights for the plat, 2) Working on details of Dedication or Easement Agreement between the devleoper and the School District, 3) Final engineering issues that are still in need of clarification. Seconded by C. Brenchley.

4. Review/Action on Final Plat for Sage Heights (7:28 p.m.)
See handouts. This is a 5-lot PUD that is being presented for final approval. There were a few items that were discussed during concept/preliminary.
• Installation of improvements along Canyon Road, including the entire frontage of Lot 1.
• The PUD roadway is much narrower because it is a PUD - 28' right-of-way instead of 56' as in a regular subdivision. There is a 150' section of road that is at 12% grade. Because of the width of the road, this has much less 12% grade. The grade on the end of cul-de-sac is about 5%.
• All lots meet minimum square footage for the zone and access requirements are satisfied.
• The roadway is included in Lot 5 and is shown on the plat with a dotted line. Rodney Despain felt that a note did need to be included on the plat stating the road is part of Lot 5 and all other lots have right of access.
MOTION: C. Gardner - To approve Sage Heights Subdivision, recommending final approval subject to: 1) Final engineering, 2) Water rights, 3) Note on plat that the road is part of Lot 5 and that all lots have a right of access. Seconded by C. Prolo.

5. Review/Action on Concept/Preliminary Plat for Jens Monson Subdivision (7:33 p.m.)
See handouts. The submitted plat does show sidewalk, gutter and curb on the south side of 9850 N. Melissa Hathaway, representing the client on this subdivision, stated that the owner wants to avoid curb, gutter and sidewalk because they would have to remove lots of trees and power poles. They are trying to obtain a drawing from Pleasant Grove for their plans to have a “green swale” instead of curb, gutter and sidewalk. She wanted to know if Cedar Hills was willing to create a new zone to accomodate the rural feel that exists right now. C. Gardner stated that this would delay the approval process, with no guarantee of a zone change. Items that need to be submitted for the final plat:
• Asphalt extended to the southern limit of lot 4 on 4000 West
• Drainage calculations
• Street profile, curb and gutter design
• Lot 2 dimensions-creating more uniform lot line
• Verify water shares - none required for existing lot 2
• Final plat prepared
• Sidewalk - modified or high back
• Existing standard does not allow for a green swale and the Planning Commission should require curb, gutter and sidewalk. 4000 West is considered a collector class road and should require curb, gutter and sidewalk. The plan shows sidewalk on both sides.
C. Laemmlen stated that he would abstain from the vote. Although he has no financial connection with the developer, he does have a personal relationship with the developer through church affiliation.
MOTION: C. Brenchley - To approve Jens Monson Concept/Preliminary Plan, subject to the following items: 1) Asphalt shall be extended to the southern limit of lot 4 on 4000 West, 2) Drainage calculations to be submitted. The plan shows connection to a storm drain line on 4000 West. This may be an irrigation ditch. Drainage plans may need to be modified. 3) Street lighting should be shown on the plan, 4) Final engineering including profile of curb and gutter should be submitted, 5) All utilities (water laterals, sewer laterals, pressurized irrigation system, etc.) shall be shown, 6) The lot boundaries of Lot #2 shall be adjusted as straight as possible with adjustments to Lot 1 and 4 to meet minimum requirements, 7) Water shares should be verified, and 8) Final plat shall be submitted. Seconded by C. Prolo.

The Planning Commission requested that the revised preliminary and final be submitted at the next meeting.
6. Review/Recommendation on Annexation Policy Plan (7:55 p.m.)
See handouts. Highland City sent a letter and it is noted on the last page of this plan. Hearing notice periods have been met.
MOTION: C. Prolo - To approve the City of Cedar Hills Annexation Policy Plan, as written and documented, and recommend to City Council to do the same. Seconded by C. Brenchley.

7. Committee Assignments and Reports (7:58 p.m.)
A. Parks and Trails Representative - C. Laemmlen was not able to make the last meeting. He has conflicts on the night of Parks/Trails so there has been discussion about assigning this committee to another Planning Commission member. David Brenchley agreed to take this assignment. During the last meeting, there was discussion about an Eagle Scout project to construct a bridge on the Forest Creek Trail.
B. Site Plan Committee - Updated plan for big box retail proposal.
8. This meeting was adjourned at 8:04 p.m. on a motion by C. Swenson, seconded by C. Laemmlen and unanimously approved.
