1. This meeting of the Planning Commission of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order by C. Petersen at 7:05 p.m.
Paul Hammer recognized as a voting member.
2. Approval of Minutes from the December 16, 2004, Regular Planning Commission Meeting (7:05 p.m.)
MOTION: C. Richardson - To approve the minutes from the December 16, 2004, Regular Planning Commission Meeting, as amended. Seconded by C. Volden.

3. Review/Recommendation on Concept/Preliminary for The Cedars, Plat I (7:09 p.m.)
See handouts. The Cedars, Plat I, went to the City Council, and the Council denied approval because the street was in the slope failure zone. This proposal moves all utilities, buildings and roads outside of the slope failure zone. The new street layout does not keep the same circular shape as was originally proposed. There should be a bulb where La Costa ties into Woodmoor because the corner is less than 90 degrees. The corner of Lot 41 could also be cut back to reduce the angle. Lots 12, 13 and 32 are shallow lots, so the developer should show that there are models that can fit into the building envelopes. It might be difficult to address this area because Sawgrass turns into Woodmoor, which turns into La Costa. The developer will come up with an addressing map. Rodney Despain suggested having either the entire street with the same name and designating east or west, such as Sawgrass East and Sawgrass West, or show a cutoff between Sawgrass and Woodmoor at about Lot 24. The note that states that some streets might be in the slope failure zone should be removed because, with this revision, no streets are in the slope failure zone.
MOTION: C. Richardson - To approve the Concept/Preliminary Plat for The Cedars Plat I, subject to the following conditions: 1) Building setbacks shall be detailed on the plat, specifically the buildable area of Lots 12, 13 and 32, 2) The angle between Woodmoor and La Costa is to be softened through the addition of a knuckle and a bulb, 3) Street re-naming shall be combined to one name, 4) The removal of “Court” and “Circle” from La Cantera and Kokopelli, 5) Reference appropriate project site on Sheet 1, 6) Remove note referring to roads in the slope failure zone, and 7) Re-number Lot 10 to indicate Lot 41 on Page P-4. Seconded by C. Kroes.

4. Review/Recommendation on Sign Ordinance (7:37 p.m.)
See handouts. To simplify the ordinance, C. Petersen urged the Commission to make the ordinance more consistent. Currently the ordinance allows different sized signs for different industries and uses. The goal of the Commission is to shorten, simplify and add consistency. The following changes should be made:
• Page 5, line 1, change the word “poses” to “provides”
• Page 5, line 5, change the word “posed” to “provided”
• Add a new “General Provision” Section after “Interpretation”
• Page 7, line 6 should read “UCA” instead of “UCC”
• Page 7, letter (l) should be removed
• Page 7, letters (c) , (i), (j), (k) will be moved to the General Provision section
• Under Signs Allowed without a Permit, keep the following sections: Directional or Instructional Signs (1), Plaques (3), Symbols or Insignia (4), Flags (7), Public Necessity Signs (8), Holiday Decorations (11), Political or Campaign Signs (13)
• Under Signs Allowed without a Permit, move the following sections to Signs that Require a Permit: Neighborhood Identification Signs (5), Institutional Uses (6), Notice Bulletin Boards (10), Community Signs (14)
• Under Signs Allowed without a Permit, delete the following sections: No Trespassing or No Dumping Signs (2), Changing Copy (12)-content should be moved to wherever electric signs are addressed
• Under Signs Allowed without a Permit, merge Memorial Signs (9) with Plaques (3)
C. Hammer suggested that this section of the ordinance be presented in chart form to make it easier to understand. Staff requested that a Planning Commission member put together a chart to consider at the next meeting.
MOTION: C. Hammer - To have the chair determine how the document will be revised before the next meeting and table this item until we have the materials that have been discussed tonight for further consideration. Seconded by C. Volden.
C. Petersen suggested the table include numbers that are currently in the ordinance. C. Richardson volunteered to put the table together.
AMEND MOTION: C. Hammer - To table this item until it is ready for further consideration. Seconded by C. Volden.
