1. This meeting of the Parks and Trails Committee of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order by Shelly Pitts at 7:07 p.m.
2. Welcome New Committee Members
David Told was introduced to the Committee. He has lived in Cedar Hills for more than 15 years. He currently lives in the Canyon Heights subdivision. He goes by “Dave”. Jon Woozley was introduced to the Committee. He also lives in Canyon Heights.
3. Approval of Minutes form the August 10, 2004 meeting.
MOTION: Jim Loveridge - To approve the minutes of August 10, 2004, as written. Seconded by Shelly Pitts.

4. Review/Recommendation on a Skateboard Park
Shelly Pitts told the new Committee members about the public meeting the Parks and Trails Committee had with residents and young people from the community. The Committee received both positive and negative feedback about the idea of a skateboard park in Cedar Hills. She stated that they had been looking at the east side of Heritage Park to build the skateboard park, but feels the space may not be large enough. The Committee agreed the they would like to know what parks are upcoming in the general plan and what the time line is for those parks. Shelly Pitts stated that a skateboard park costs $250,000 minimum. Concrete seems to be the most favorable building material, although portable units are of interest. Members of the Committee questioned what priority the skate park should be for the City and in the general plan. Jon Woozley volunteered to continue researching the skateboard park This item will be reviewed next month.
5. Yard of the Month
Committee members need to pick up previous month’s signs on time and be ready for the next distribution. Discussed assignment of areas to the new members and reminder to old members: Area 1-Jim Loveridge, Area 2-Dave Told, Area 3-Vacant(Melissa Willie), Area 4-Jon Woozley, and Area 5-Shelly Pitts. The Parks and Trails Committee meets for the Yard of the Month on the last Tuesday of the month at 8pm. The Committee decided to meet at the City office September 26 at 7pm due to the sun setting earlier. After awarding homes on September 26, the Committee will stop Yard of the Month until next spring. Dave Told volunteered to find the fifth yard sign which has gone missing for several months.
6. . Committee Assignments and Reports
A. Council Meetings Report - The Council addressed the Savage Parcel or Juniper Heights park land. Melissa Willie was not present to report on the Council’s meeting. The Committee has several questions for Melissa next meeting dealing with the master plan and updating the park plans. The Committee would also like to be updated about the Harvey Park space. Concerns about the Committee’s lack of knowledge dealing with the proposed plan for the park space, the legal status of the park, and the acreage were voiced. The Committee would also like to discuss the land behind the Cottages with either Konrad Hildebrandt or Melissa Willie. The Committee would also like to know what options for walking, hiking, horse and motorized trails the City has. Suggestion was made to look at Alpine’s trail system as an example. Lastly, the Committee questioned how to go about updating the Park Master Plan and expressed the need to do so.
B. Planning Commission Meeting Report
C. Staff Report - The developer of The Cedars asked the City to remove the “non-buildable” and “park” designation from Plat J-1, Lot 16 and exchange the lot for Lot 19, Plat A. Lot 19, Plat A, is not buildable because the tunnel for the trail took to much of the property. Residents in the area were notified and there was a public hearing before the Council on August 17. The Council decided that the pocket park on the eastside of the Cedars would remain a park space.
D. Committee Reports
Jim Loveridge reported on the criteria for Eagle Scout projects. The projects can not benefit one person. They must benefit the community and can not be a fundraiser The project needs to show leadership skills. Jim stated that it is not the Parks and Trails responsibility to meet the requirements for the Eagle Scouts. Jim suggested keeping an ongoing list of projects that need to be done in the City and offer that to the Scouts, otherwise they need to make a presentation to the Committee or City staff of their own ideas.
E. Assignments and Miscellaneous
Jim Loveridge - Find more information about available grant monies through Mountainland. Email Melissa Willie, asking whether or not the Committee should go to the Council with questions about the City matching the grant money (7%).
Jennifer Howe - Put “Responsibilities/Goals of the Parks and Trails Committee” on agenda for next month’s meeting. Find out how to or do - update Parks Master Plan.
Jon Woozley - Contact John Quick about the TE Transportation Enhancement grant.
Shelly Pitts - Collect Skateboard Park information and deliver to Jon prior to next meeting. Find out date of the next Community Trail meeting.
Dave Told - Contact John Knudson about the State recreation grant. Contact Donna Miller about Yard of the Month sign.
7. Review/Discuss Miscellaneous Concerns
Shelly Pitts said that the Committee need guidance form the City Council about applying for grants and would the best opportunity be the Bonneville Shoreline Trail extension for 2005.
8. Adjourn
This meeting was adjourned at 8:49 p.m. on a motion by Jim Loveridge, seconded by Shelly Pitts and unanimously approved.
