1.         This meeting of the Parks and Trails Committee of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order by Geri Clements at 7:09 p.m.

 

2.        Approval of Minutes from the March 9, 2004, Meeting


MOTION: Donna Miller - To approve the minutes of March 9, 2004, as amended. Seconded by Shelly Pitts.

3.         Review/Recommendation on Swings for Sunset Park (7:12 p. m.)

 

See handouts. Geri Clements sent the measurements to Taft at Great Western Parks who recommends the Prime Time Arch swing set with 4 seats plus 2 infant seats. This model has a 3 ½ inch powder coated steel frame for $1,400 plus freight. Installation is about $650. The two seater is about $900 with freight at about $500.


MOTION: Shelly Pitts - To propose to the City Council the purchase of the Prime Time Arch swing set for Sunset Park, which includes four belted swings and two infant swings in the 3.5 inch powder coated steel poles, arch design, in the color that matches the existing park equipment for approximately $3,500, which includes equipment, freight and installation costs. Seconded by Bill McGuckin.

4.         Review/Recommendation on a Skateboard Park (7:22 p.m.)

 

            A.        Skate Park Rules

See handouts. Discussion regarding rules for the skate park and the need to address the City’s liability, safety issues and promoting good behavior. It is better not to have so many rules or the kids disregard them. Changes made to the handout.

            B.        Kaboom Company

Bill McGuckin checked a new web site called Skate Park Association of the United States of America (SPAUSA). Cost information - Concrete starts as slow as $10 square foot up to $20. The average park size is 10,000 square feet. The average cost is $140,000. Parks range between $125,000 to $250,000. Sponsorship can be achieved from Coke or Pepsi. There are also programs through grocery stores. If the City acquires the property south of Heiselt’s Hollow Park, it will most likely be used for a public works building. The Heritage Park location has bathrooms, parking, etc. all ready in place. This is also a visible area. It would be good to get companies competing and have them draw up plans with costs. Bill McGuckin will get some plans and costs. The plans need to address skill levels.

 

6.         Yard of the Month (8:01 p.m.)

 

See handouts. Map reviewed and areas assigned. Donna Miller has been working on gift certificates, which has been discouraging. Lindon Nursery didn’t return her call so she stopped in. They stated that they didn’t want to provide any certificates. She went to Cooks Nursery but they had all ready given to Orem City. She spoke to Sandy at Highland Farms who stated that the City could buy certificates. Donna Miller was not able to get the owner’s number or make contact. She will check again tomorrow. The Sun River is very expensive and she didn’t try them. Discussion about a nursery just south west of American Fork Hospital that could be contacted. Contact could also be made with Walmart and Home Depot. Donna Miller will pursue these other prospects. The Yard of the Month awards will begin in May and be given out on the 25th of each month. Committee members will then pick up the signs on the 20th of each month to prepare again for the 25th. Geri Clements will make a list of the past winners. Guidelines - yards can be professionally maintained or self maintained. The Committee should watch for water conservation, lot improvement and general overall maintenance. Some areas may have no one and others may have two. In this case the Committee will take a look and make a decision. The Committee will meet at 8:00 p.m. on the fourth Tuesday of each month at the City office. Each committee member needs to e-mail the winners address to Kim Holindrake. Winners need to be asked if it is okay to print their address in the newsletter.

 

5.         Review/Recommendation on Park Signage and Trail Signs (8:23 p.m.)

 

See handouts. Shelly Pitts reviewed the proposed signs and the costs for the signs, poles, etc. The large park signs have a wood backing with a metal sign attached to the front. There will be a 3" wood border showing around the metal signs. The welcome portion is 36" x 30". The rules are 24" x 36" and the map is 18" x 36". The price for one sign not including posts is $301.76 with a total for four signs at $1,207.04. The quantity for the mile markers is not known. The mile markers will be a flexible board or U-channel post.

 

7.         Committee Assignments and Reports

            A.        Council Meetings Report - No Report

            B.        Planning Commission Meeting Report

The Commission is working on the commercial guidelines and just completed the section regarding architecture lighting and landscaping. More stringent language was added to the landscaping requirements to increase the planter areas and street scapes. Fountains, plazas, etc. are encouraged.

            C.        Staff Report

Forest Creek Trail - Grubbing is finished and road base is being imported. The Project is 60% complete. Bonneville Trail - The contractor is Geneva Rock and will mobilize the end of this week. This project is on a short time frame and will be completed by May 20.

            D.        Assignments and Miscellaneous

                        Bill McGuckin will get skate park costs and layouts.

                        Shelly Pitts will work on the park signage.

                        Donna Miller will work on getting certificates for Yard of the Month.

                        Geri Clements will create a list of winners from last year for Yard of the Month.

 


8.         Review/Discuss Miscellaneous Concerns

 

Geri Clements stated that she is resigning from the Committee because of her new church calling and work. The Committee will need to appoint a new chair and possibly a vice chair next month.

 

9.         Adjourn

 

This meeting was adjourned at 8:46 p.m. on a motion by Shelly Pitts, seconded by Bill McGuckin and unanimously approved.
