PARKS AND TRAILS COMMITTEE MEETING

1.         This meeting of the Parks and Trails Committee of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order at 7:13 p.m. by Jon Woozley.


2.         Approval of Minutes from the August 16, 2006, and October 12, 2006, Meetings


MOTION: Jon Woozley - To approve the minutes from the August 16, 2006 and October 12, 2006 meeting. Seconded by David Told.

3.         Eagle Projects

A.        Frisbee Golf Completion - The scout is completing the project. He will create a demo sign for the City to review. Action Needed - David Told will find out when he will complete project.

B.        Tree Planting Project – Presentation given by Kyle and Mark Tebbs. They could cement benches down and landscape the planter strip with sod and trees. Action Needed - Ciara Decker will verify if the sprinklers were installed in the planter strip. She will find out if funding needs to be approved by the City Council or if there is money available in the Maintenance/Park Improvement for benches.

            Stephanie will meet with Mark and Kyle Tebbs at the Hayes Parcel on Saturday to discuss the project.


4.         Review Parks and Trails Committee Bylaws

Ciara Decker presented a mission statement/goal for the Parks and Trails Committee. She stated that the Committee needs to determine what facilities are needed in the City and where they go. Discussion on vacancies. Action Needed - Verify with Kim Holindrake that these are correct vacancy dates: David (12/2007), Jim (12/2007), Jon (12/2007), Mike (12/2008), Stephanie (12/2009 or 12/2010).


5.         Review/Recommendation on Parks, Trails and Recreation Portion of the General Plan

The Planning Commission NEEDS to come to meetings so there can be communication between the two committees. Action Needed - Add BOSH trailhead to the General Plan. Update of Canyon Heights parcel plan, savage parcel, Hayes, Cedar Run Park needs to be added, and also The Cedars mudslide area.


6.         Review/Discussion on Decisions 2006

A.        How it affects the Parks and Trails - Ciara Decker gave a presentation. A skate park was a 3.9 mean on a scale from 1-5 (1 being the most important). It doesn’t sound like a high demand for a skate park. The Committee still wants to add it to the General Plan. Action Needed - Jon Woozley asked Mike Stuy to get more information so they can get it on the General Plan.

            B.        Budget Needs - Did not discuss in detail.


7.         Review/Approve the 2007 Meeting Schedule

The Committee wants to change their meetings to every second Wednesday of the month at 7 p.m. The next meeting will be held Thursday, December 7 at 6 p.m.


8.         Community Trails Meeting Report

            Next meeting is April 12, 2007.


9.         Parks Up-To-Date Worksheet

            A.        Discussion of Status of Recent Park Project Bids

Naming parks - The Committee wants to name the Canyon Heights Park “Mount Mahogany Park” unless this name already exists. If it already exists, they will name it “Canyon Heights Park”. Action Needed - Ciara Decker will verify whether the name already exists in Utah County. Also possibly soliciting names (as a contest) for Doral Drive (Hayes parcel) Park in the Newsletter.

Action Needed - Ciara Decker will find out the plans for Juniper Heights, Harvey Parcel, Pump house trailhead, Cottages, and Cedars Townhouse.

Cedars Townhouse - Ciara Decker updated that the developer was to beautify the land into green space and that the City would maintain it. There is no park planned. Jon Woozley and Stephanie Martinez want to propose a park there.

Cottages Parcel - Action Needed - Have Public Works stake out the park so the Parks and Trails Committee can see what they can do with it. They need some sort of site plan to begin planning for it.

B.        Future Financial Planning of Parks (fund raising)

C.        Timelines for Park Completion - Action Needed - Ciara Decker will get an update on Sunset Park.

            D.        Harvey Park Review - Action Needed - The Committee needs to physically take a look at the park.


10.       Bonneville Shoreline Trail Update

A.        Grant Update - Action Needed - Need update from Konrad Hildebrandt. We need to see if the grant has been received and awarded. The Parks and Trails Committee is excited about the grant and want to make sure everything is followed through.

            B.        Access Limitation Measures


11.       Yard of the Month

            Tabled until December.


12.       Committee Assignments and Reports

            A.        Council Meetings Report - Charelle Bowman not present.

            B.        Planning Commission Meeting Report - Action Needed - Personally invite someone to come to the next meeting.

C.        Staff/Committee Reports (recreation feasibility study report) - Reported throughout.

D.        Assignments and Miscellaneous - Action needed - Ciara Decker will talk to Konrad Hildebrandt regarding the Transportation Enhancement Grant. Can the City apply?


13.       Review/Discuss Miscellaneous Concerns
