1. This meeting of the Parks and Trails Committee of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order at 7:10 p.m. by David Told.
2. Approval of Minutes from the September 7, 2006, Meeting
Minutes were approved as presented.
3. Eagle Projects
A. Frisbee Golf Completion
Stuart Johnson, Shawn Johnson, Jon Woozley, and David Told met Thursday, October 5, 2006, to go over the course. The course at Heritage Park was confirmed. Stuart will present the rules to the City Council saying, “This park was paid for by…”
B. Other Eagle Project
Maintenance of the south bridge at Heritage Park along with the bench, and the picket fence by the road.
4. Community Trails Meeting Report
• Next meeting: April 12
• David Told attended today’s meeting.
• Alpine City has a color coded trail map. The cost is 98 cents, but they sell it for $1.00. The Committee thought it would be really good to do something similar.
• Pleasant Grove is working on getting a lobby together to go to Washington, D.C. to get a designation on the land above the aqueduct so that no development could be above the aqueduct.
• Lindon City is putting a trail under the bridge to go to the lake.
• Cedar Hills WILL have the nicest Bonneville Shoreline Trail compared to the other cities.
5. Parks Up-To-Date Worksheet
A. Discussion of Status of Recent Park Project Bids
• Ciara Decker reported that the parks (Canyon Heights, Juniper Heights, and Trail Head) and trail (BOSH 2) went out to bid this week. The bid closing is the end of October 2006. Further information will be provided after that deadline.
• Pocket Park (Doral Drive): There were15-20 people who attended the “sod party.” A thank you needs to be put in the newsletter. The Committee would like to see a small pavilion added in the future. Eagle Scouts may be able to put in trees at the park for an upcoming project.
• Resident Issue: Virginia Rosenthal was notified that the mesquite soccer field behind her home will no longer be bermed. She is worried about the entrance to the parking lot (obstructed view). The Committee explained that one is an entrance; the other is an exit as the parking lot is one-way. Her other concern was that her fence (lot 18) will be used as a ball stop. Stephanie Martinez explained this shouldn’t be a problem as the fields are for the eight and under kids. Virginia Rosenthal asked what the City’s responsibility is if the fence is damaged. The Committee agreed that the City wouldn’t be held responsible, but the individual who kicked the fence/ball. Virginia Rosenthal also noted that the park has been neglected with overgrown weeds, shrubs, etc., and needs cleaning.
B. Future Financial Planning of Parks (fund raising)
• Jon Woozley sent out 10 e-mails to local prosperous companies. Vital Smarts said they were unable to help. Xango has the most potential. Jon Woozley wants to set up a meeting with them.
• Ciara Decker needs to ask Konrad Hildebrandt, City Manager, if a company can build just ONE of the parks, or must the City use a company that has to do ALL of them.
• Ciara Decker needs to fill out a faxed application for the playground equipment grant.
C. Timelines for Park Completion
Spring – begin working on parks
Mid-summer – Parks completion
D. Harvey Park Review
Ciara Decker will get an update from Konrad Hildebrandt, City Manager.
6. Bonneville Shoreline Trail Update
A. Grant Update
Ciara Decker will get an update from Konrad Hildebrandt, City Manager, to see if there has been an environmental review and if the City has permission from the property owner.
B. Access Limitation Measures
The Committee would like to save money so that there can be limited access on both sides of the trail to keep ATVs and motorcycles off the lots. Ideas included putting in gates, signage, or two bollards with a chain. This will be addressed again next month.
7. Yard of the Month
• Cal and Shelly Pitts were given the Yard of the Month sign. David Told and Jim Loveridge delivered the sign and received thank you e-cards. This needs to be put in the newsletter.
• The Committee discussed whether Yard of the Month is worth it. They will vote in the spring on what to do.

No updates.

9. Review/Discuss Miscellaneous Concerns
• The townhouses affected by the landslide are being torn down. The rumor is that the developer wants to sell the land to the City, but the general consensus is the developer should build a park. The City shouldn’t buy the land because it’s already been condemned. Was the City going to buy playground equipment for the park? Ciara Decker will find out what the real story is and update the Committee at the next meeting.
• City shirts were handed out to the Committee.
