1.         This Work Session of the City Council of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order at 6:05 p.m. by Mayor McGee.

 

2.         Noticed agenda items for this Regular Council Meeting (6:07 p.m.)

 

          UTOPIA - Konrad Hildebrandt spoke with the chairman of the UTOPIA board about the cost of a new feasibility study for UTOPIA. Fiber is in the ground in various cities in the state. UTOPIA is developing a success-built that would require the cities to pay for a ring around the city. Cities would then work to get neighborhoods to sign up. When a given take rate is reached, UTOPIA will install the fiber. Cost would be the investment for the fiber ring plus a membership fee.

 

          Discussion with House Representative Craig Frank (6:17 p.m.)

Representative Frank passed out a list of the 2008 General Session issues and a budget revenue summary.

C. Wright said he feels the Alpine School District is too big. He worries that if Orem, Lindon, Pleasant Grove, and America Fork band together, Cedar Hills may be left with the remaining cities without the substantial commercial tax base. Representative Frank does not think it is going to happen. He feels a school district split, if it happens at all, is a long way off.

C. Bowman stated that the City wants a recreational center on the land south of Lone Peak High School. The location makes the most sense for the cities involved as well as for the Alpine School District. Cedar Hills has collected money through impact fees for a recreational center and needs to start using those funds. Representative Frank said there have been discussions about that piece of land and how to acquire the land. America Fork would also like a portion of that land for a cemetery. The land is partially owned by the state. He would like to see the feasibility study and the time lines involved.

C. Maxwell asked about the phasing and time frame for the connection to the Pleasant Grove interchange. Representative Frank said the first phase is from the freeway to State Street. The time frame is several years out. The director of UDOT says the I-15 reconstruction is 10-15 years out while others say 5-7 years.

C. Richardson said that Cedar Hills has boundary issues. The boundaries are not logically drawn. He asked Representative Frank if there is any potential legislation that would allow boundary adjustments to clean up boundaries when cities agree but some private residents do not. Representative Frank said he is unfamiliar with statutes dealing with this issue.

C. Perry stated that as an elected official of a municipality, he feels that at times the state wants to impose its authority. An example was not allowing a City Council to make a decision about whether to be a pledging city to UTOPIA or not. He feels that local government can better balance all the relevant factors and make an appropriate decision for the community than blanket decisions that apply to the entire state. He would like to see community decisions made by local governments as much as possible.
