1.         This meeting of the Town Council of the Town of Cedar Hills, having been posted throughout the Town and the press notified, was called to order at 7:00 p.m.

2.         Approval of Minutes from the January 19, 1999, Council Meeting (7:01 p.m.)

 

C. Cromar wanted to make sure that a note was added regarding the newsletter article about the Municipal Building Authority.

3.         Public Comments (7:03 p.m.)

 

Andy Halls - We have had, over the past 4 weeks, 24 or 25 houses broken into where the doors have been kicked in. They appear to be looking for prescription drugs, in American Fork, Pleasant Grove and Lehi. Fortunately, they haven’t discovered you yet, but in anticipation of that, I have brought about 10-12 videos on burglary prevention. This is about a 10 minutes video that Allstate produced and donated to us. Just good common sense prevention tips, things you can do to make your house look like someone is home. I’ll just leave those with you to distribute however you would like. Whether you want to give it to the Neighborhood Watch or the library or at City Hall. If you need more, just get a hold of me and we’ll get you just as many as you need. The other thing that they have provided us, is these personal identification fingerprint records for children. There is a place where you can fingerprint your child and also take a DNA sample to keep on record. If you would like more of those, just give us an idea of how many of those you would like.

            Mayor Sears - Do you have some extra that you brought?

            Andy Halls - Just decide how many you would like.

Mayor Sears - If we could indicate in a newsletter article that both of those things are available. Just have them come down to the Town office.

C. Cromar - With the number of homes that we’ve got, wouldn’t it be feasible just to say that we get one for every home. Do you think that will be a problem.

            C. Sparks - Maybe make it available through the newsletter.

            Mayor Sears - Ken, you had in mind just passing the sample out.

C. Cromar - Just send it or deliver it out. That way people are more inclined to do that and, does it only allow for one sample inside each?

            Andy Halls - There’s a little strip that actually contains this information, it’s totally self-contained.

C. Cromar - If you get one into each home with a little note that says if you want more, stop in at the Town office, we’ll have some on hand.

Gretchen Gordon - I have worked with this person at Allstate, she’s basically able to get as many as we need. She has provided them to the school.

Mayor Sears - Let’s throw it in the newsletter, let’s have some available and address it later in a widespread circulation.

Andy Halls - All of the homes that have been broken into down in the tri-city area were ones that it appeared that nobody was home. This video is real brief and just some common-sense stuff, like types of locks that are best, tips to make it look like someone is home when they are not.

Martha Williams - I just wanted to make sure, we went to the Planning Commission meeting and were told to talk to Highland City and now we understand that we probably shouldn’t do that. Just wanted to make sure that we are on the record that we want to be ready whenever that comes to be something that we can work on, so we don’t miss the boat on that.

Mayor Sears - We’ve sent them some maps of the area and we’ve sent them a letter and I know that D works directly with their engineer. The hope is that in a soft, nice, accommodating way that the two communities can work together to do something.

Kristine Oldroyd - If there is anything more that we can do, we would love to. We would just like to know.

Mayor Sears - We appreciate that. Sometimes if we get too far out in front of the issue, we are not affective.

            Martha Williams - We were late on that last thing, so we are probably overcompensating.

 

4.         Appoint Planning Commission Member to Fill Vacancy (7:08 p.m.)

 

Mayor Sears stated that there was a list in the packet of the previous applicants for Planning Commission and Town Council vacancies. Mayor Sears briefly reviewed Craig Gardner’s information that was submitted in an earlier letter.


MOTION: C. Cromar - To appoint Craig Gardner to the Planning Commission. Seconded by C. LeDoux.

 

C. Cannon wanted to know a little bit more about Craig Gardner. Mayor Sears explained his professional relationship with him and some experience that he has in commercial and residential development. C. Cromar wanted to make sure that if any conflict of interest arose within the Planning Commission, that the Council was informed.

5.         Presentation by the Utah County Library Board Regarding the Bookmobile (7:16 p.m.)

 

Teresa Griffith asked for the Town Council’s support through advertising in the newsletter when the Book Mobile would be stopping in Cedar Hills. The numbers are a little bit confusing due to the fact that the Book Mobile has just started to stop in Cedar Hills. (See Handout) Teresa Griffith stated that there needs to be a financial commitment from the Town of Cedar Hills in order to continue this service in the community. The location was an issue that was discussed, perhaps it needs to be more centrally located to the school.

 

6.         Presentation of the Pavement Management Survey Completed for the Town (7:40 p.m.)

 

Doyt Bolling discussed the benefit of preventative maintenance on the current road system within Cedar Hill. (See handout) There is approximately 10 miles of road system in Cedar Hills and that roughly means $4 million worth of asset. A complete inventory has been conducted within the Town, which included the condition and remaining service life of the road system. Utility cuts are a major cause of reduction in the pavement life, as much as 6-7 years. If these can be minimized, or correctly repaired if necessary, this will ensure the durability of our roads.

 

7.         Presentation of Audit for Fiscal Year 1998 (8:03 p.m.)

 

Lynn Gilbert distributed the audit for Fiscal Year 1998. (See Handout) The auditor suggested that we may want to build in the costs incurred by developers on General Fixed Assets with Water/Sewer system improvements. At this point, General Fixed Assets only include the Town’s investments into the systems.


MOTION: C. Sparks - To accept the Fiscal Year 1998 Audit, by Gilbert & Stewart, as amended. Seconded by C. LeDoux.

 

C. Cromar wanted to make sure that this audit, in the future, was available to the Council at least a week prior to the meeting.

9.         Adopt Ordinance Creating Construction Standards Manual for Public Improvement (8:24 p.m.)

 

D Warnock has made some changes to the previous revision of the Development Standards. Discussion about the issue with the alternative paving plan. The engineer’s recommendation would still be to do the 3" paving plan. Doyt Bolling suggested that the road is typically in better condition when an initial 2" or 2-1/2" layer and then coming back with the 1-1/2" overlay.


MOTION: C. Cannon - To table the approval of the Construction Standards Manual until next Council meeting. Seconded by C. Cromar.

 

Mayor Sears would like to again ask the Council to review this document and E-mail their suggestions to the administrator for review by the engineer.

10.       Adopt Resolution to Increase Garbage Fee Rates by 0.6% (8:51 p.m.)

 

The fees from Waste Management have been increased to the Town and they will then be passed on the individual resident.


MOTION: C. LeDoux - To adopt Resolution 2-2-99A, A Resolution Setting forth the Fees and Charges for the Garbage Collection. Seconded by C. Cromar.

11.       Adopt Resolution Amending the Budget for Fiscal Year 1999 for the General Fund and Water/Sewer Fund (8:57 p.m.)

 

Scott Trainor reviewed some of the main amendments that are proposed for this budget.


MOTION: C. Cromar - To adopt Resolution 2-2-99B, A Resolution Amending the Budget for Fiscal Year 1999 for the General Fund and Water/Sewer Fund, as amended and annotated. Seconded by C. Cannon.

12.       Adopt Resolution to Approve Park Maintenance Contract (9:37 p.m.)


MOTION C. Cromar - To adopt Resolution 2-2-99C, for the period of 1 year and not 3 years. Seconded by C. Sparks.

 

C. Cannon wanted to know if there was an option to continue the contract after the first year. This rate would not necessarily be available after the first year if we only approved the 1 year option.

13.       Administrator Report (9:44 p.m.)

 

Scott Trainor wanted to let the Council know that the issues with regards to the platting of Cedar Run have been resolved. Discussion about Overweight Vehicle draft resolution. Mayor Sears stated that there have also been some complaints regarding noise, especially along Cedar Hills Drive. Mayor Sears suggested a new name, with a broader focus, for the Parks/Trails Committee.

 

14.       Council Reports (10:00 p.m.)

 

C. Sparks stated that he has still not received information back from Highland City with regards to Police Service. If information has not been obtained by the next Council meeting, C. Sparks would like to advice going with the American Fork proposal. C. Sparks followed up with the administrator on some issues with some street signs.

 

C. LeDoux reported that the school is working on some issues with the lawn. C. LeDoux said that his brother-in-law may be able to obtain a used generator for the Town. C. Sparks has been doing some follow-up on the street cutting incident.

 

C. Cannon reported that there is some pending legislature that would affect Town representation on special boards, such as the Timpanogos Special Service District. Discussion about where volunteers would be needed within the Town. The American Legion has asked for a possible donation from the Town to sponsor students (Approximately $200/student) to go to Boys State or Girls State.

 

C. Cromar wanted to ensure that there were a couple of extra packets at each meeting for those individuals who come each time. There was an article in The Daily Herald about community emergency preparedness that may be of interest to the Town residents. C. Cromar is still seeing a problem with loose dogs in the neighborhood.
