1. This meeting of the City Council of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order at 7:03 p.m.

2. Public Comments: (7:07 p.m.)
Russ Young - We were looking at the map of the golf course, it looked like some of the golf course was not in Cedar Hills. It looked like it was actually in Highland?
Mayor Sears - That’s correct.
Russ Young - So, is it going to be a Highland/Cedar Hills course?
Mayor Sears - The course is a wholly owned asset of the City of Cedar Hills though a portion of it is in Highland. About 10 holes is down below along the river and then 8 holes are up on the plateau. Of those holes that are down in the river, there is probably a total of maybe 6 that are actually in Highland, give or take. There are parts of the #2 hole that are in Highland.
C. Fotheringham - Isn’t it about 40% of the golf course?
Mayor Sears - I think that 40% of the overall land, but the actual holes is a little less than that. Does that help you? It’s just the Municipal Building Authority of Cedar Hills owns some land in another City. Very similar to Tri-City Golf Course, they actually have land in Highland as well as American Fork. The City of Highland has no ownership interest in that course. Great question. I don’t know if you guys have had a chance to walk the trail out there, but the course is coming along quite nicely. The shapers, the guys that make the mounds, it’s a very artistic process; they have hired two of what we understand to be some of the best shapers in the region. So, hopefully when the course is done, it will be a very nice one, a pleasure to look at and a pleasure to play.
David Arbon - When do you expect it to be finished?
Mayor Sears - They will actually be seeding later on this year, sometime starting about July 1st through September 1st. Once the seeds are germinated, that will be the start of the grow-up period. That grow-in period is where you are watering it and the grass is getting sunshine and it’s kind of filling in. The course would open sometime from July to September of the following year. It’s anywhere from 9-12 months. It will be finished in 2002 and ready to open in 2003.
3. Approval of the Minutes from the February 5, 2002, Regular Council Meeting (7: 10 p.m.)
Discussion about motion made regarding the approval of Avanyu Acres, Plat B.

9220 North Sewer Project - C. Cannon wanted to know if this project was completed. David Bunker stated that there is no asphalt on Mahagony Drive. They brought that up to the road level with road base. The road base will be removed and asphalt installed this Spring. C. Cannon stated that there is some extra piping that was left on his lot. They also put in a new water meter, but in the process they broke an irrigation sprinkler and destroyed the grass. David Bunker will work on getting this solved.
C. Other
C. Willie wanted to know if American Fork City was not responsible for maintaining 9900 North. She stated that it needs to be patched and there is a lot of gravel out there that also needs to be cleaned up. David Bunker will make a call to American Fork City to have this item addressed.
5. Motion to go into Executive Session, Pursuant to Utah State Code 52-4-5, for the Purpose of Discussing Acquisition of Land for Public Facilities and Legal Issues (7:28 p.m.)

8. Review/Action on Land Acquisition for Public Improvements (8:45 p.m.)
MOTION: C. Johnson - To authorize the Mayor to negotiate the purchase of certain properties that would allow the connection of the secondary water system and extension of Harvey Boulevard (east). Seconded by C. Cannon.

MAYOR’S REPORT/ITEMS REFERRED BY CITY COUNCIL
9. Board and Committee Reports (8:46 p.m.)
C. Fotheringham - Timpanogos Special Service District is planning to increase their impact fee from $1,000 to $2,500/household. The City Council would like to give some feedback to TSSD. The City’s preference is to have TSSD collect the fee; but if the City were asked to collect the fee, they should receive an administrative fee. on the fact that if the City is asked to collect the fees that there should not be any additional administrative fees charges.
C. Eddington - He was not able to attend Planning Commission, but two churches had site plan review. The site in the Commercial zone will come to the City Council for review because it is a conditional use. Kim Holindrake stated that since the Commercial Master Plan has not been adopted, this development would fall under the Large Scale Development portion of the zoning ordinance. The City does have the ability to dictate the architectural styling, etc. based on the existing ordinances.
C. Willie - The Parks and Trails Committee met and discussed their organization, new meeting times, committee chair, etc. Jim Price, Mountainland Association of Governments will be invited to attend the Parks and Trails meetings and may be able to assist the City in writing grants. The committee would like to see that one park be completed before moving on to the next park. They had a number of Bridgestone residents attending who were interested in the City’s intent on installing a trail along the canal. They stated that they would like the City to consider that if the County Interlocal trail is installed along the canal, that it may not be necessary for Cedar Hills to install a duplicate trail on the other side of the canal.
