Utility Rates as of July 1, 2010
The fiscal year 2011 budget was approved on June 1, 2010, along with several necessary rate changes. The largest rate increase, sewer fees, is the direct result of rate increases created by the City’s contracted provider, Timpanogos Special Service District (TSSD). TSSD increased their fees by 27 percent. This increase is not exclusive to Cedar Hills and affects every City in the district (i.e. Alpine, Highland, Pleasant Grove, Lehi, Lindon, Saratoga Springs, Eagle Mountain, etc.).
A new fee of $1.95 has also been added to the utility bill for paramedic services. This increase enables the City to continue to provide the highest level of paramedic services to its residents. These services are provided by the Lone Peak Public Safety District, which has increased their fees to Cedar Hills by almost 80 percent. The rate changes will be effective July 1, 2010.

What is the average bill for Cedar Hills residents?
The breakdown of the bill is as follows: culinary water = $6.00 (minimum); sewer = $36.30 (average); garbage = $10.92 (for one toter); pressurized irrigation base rate = $15.95, plus a PI usage fee starting at $12.28 per month according to lot size, billed year round; storm drain/flood control = $6.25; CUP = $4.95; paramedic fee = $1.95. This makes the minimum total $94.60.
How is my sewer rate set?
The sewer base rate is $13.50 plus $2.85 per 1,000 gallons of the average monthly winter water usage, which is 8,000 gallons per month, making the average monthly rate $36.30. The winter water usage rate is figured by subtracting the first meter reading in the spring (usually end of March) from the previous final meter reading in the fall (usually October), and dividing that total by the number of months between readings. Multiply that amount by $2.85. This sum is added to the $13.50 base rate to arrive at the total sewer charge.
Example:
Meter reading in the spring (for example, March): 140
Previous meter reading in the fall (for example, October): 100
Difference: 40 gallons
Number of months between readings: 5
Average number of gallons used per month: 40 gallons ÷ 5 months = 8 gal/mo.
Consumption rate: 8 (gal/mo) x $2.85 = $22.80
Base rate: $13.50
Sewer Rate: $22.80 + $13.50 = $36.30
