Online Utility Bill Payments
Our new online bill payment option, Xpress Bill Pay, saves you time and gives you more flexibility in how you pay your utility bill. If you have an Internet connection and an e-mail address, you can pay your bill online using a credit card. (If you choose to use the auto pay option, select a payment date between the tenth and the first of the following month.) Click here for all the details.


Direct Pay Plan (EFT)
Enroll today in the Cedar Hills Direct Pay Plan. With this option, residents can automatically pay their monthly utility charge from a checking or savings account via Electronic Funds Transfer or EFT. There are no checks, no stamps, and nothing to "drop off"– it’s automatic, free, and easy. A monthly statement will be sent to each resident using Direct Pay.

To enroll, come to the City office to complete an authorization form and submit a voided check as part of the enrollment. The form can also be downloaded below for printing and mailed or delivered to the City office along with the voided check.

Public Utilities Frequently Asked Questions

What services are provided by the City of Cedar Hills?

The City provides water, sewer, garbage, curbside recycling, and pressurized irrigation services to its residents. The City also bills for storm drain and Central Utah Water Conservancy (CUP) fees. Electricity is provided by Rocky Mountain Power, gas by Questar Gas, telephone by Qwest, and cable by Comcast (check for availability).

I am renting or leasing to buy. What are my options for setting up services for water, etc.?
The best option is to ask your landlord to contact the City office to notify us of the new mailing name and address. This will eliminate the need to set up your own account in your name and pay the $50 set up fee. When you move out, the owner can notify us that the mailing name and address have changed.

What is the landlord agreement?
The City does not bear the burden of unpaid bills due to payment failures in rental situations. If the owner prefers to have the utilities put in the name of the renter, the signed agreement is required. Click here for better option.

Where can I deliver my utility payment?
A drop box is located at the parking lot west of the Public Safety Building at 3925 W. Cedar Hills Drive. Payments are due and payable upon receipt of the bill around the 10th of the month and are received without a late charge on the first day of the following month. If the first day of the month falls on a weekend or a holiday, the payment may be deposited in the utility drop box.

I am moving to Cedar Hills. What do I do to put services in my name?
Prior to moving in, come to the City office at 3925 W. Cedar Hills Drive and complete an application for services, or download the appropriate form at the top of this page and submit it by mail, fax, or in person. A $50 setup fee is due with the application. This application includes the request for water, sewer, storm drain, garbage, curbside recycling and/or pressurized irrigation services.

When is garbage picked up?
Garbage is picked up on Mondays for residences south of Cedar Hills Drive and on Fridays for residences north of Cedar Hills Drive. Toters should be placed on the curb the night before or by 7:00 a.m. on the day of pick up, holidays included. If you have your toter on the curb by the designated time and your garbage is not picked up, please call Waste Management Customer Service (785-3000).

When are recyclables picked up?
The blue recycling bin is picked up every other week on the day of your regular garbage pickup. Simply put the recyclables inside the bin without separating them and wheel the bin out to the curb.

What do I do if my garbage toter or recycling bin are broken or stolen?
If you have any problems with your toters, such as a broken wheel, etc., please call the City office to order a repair or replacement. If a toter is stolen, call the American Fork police station at 763-3020, ext. 1, for a case number and then call Waste Management Customer Service (785-3000) to report it.

What is the average bill for Cedar Hills residents?
The breakdown of the bill is as follows: culinary water = $6.00 (minimum); sewer = $22.44 (average); garbage = $10.60 (for one toter); pressurized irrigation base rate = $11.95, plus a PI usage fee starting at $12.05 per month according to lot size, billed year round; storm drain/flood control = $5.75; CUP = $4.95. This makes the minimum total $73.74.

What is CUP?
Cedar Hills has three sources of secondary water: a City well, the American Fork River, and Central Utah Project (CUP), which is Cedar Hills' most reliable source. CUP provides the City with the opportunity to use a portion of the Colorado River. Click here for more information.

What is the charge for additional garbage toters?
The charge on the first garbage toter is $10.60 per month and $7.00 per month for each additional garbage toter. Additional toters must be kept for a minimum of six months. The charge for one recycling toter is $4.60 per month and $2.00 per month for each additional recycling toter.

How is my sewer rate set?
The sewer base rate is $8.44 plus $1.75 per 1,000 gallons of the average monthly winter water usage, which is 8,000 gallons per month, making the average monthly rate $22.44. The winter water usage rate is figured by subtracting the first meter reading in the spring (usually April) from the previous final meter reading in the fall (usually October), and dividing that total by the number of months between readings. Multiply that amount by $1.75. This sum is added to the $8.44 base rate to arrive at the total sewer charge.

Example:
Meter reading in the spring (for example, March): 140
Previous meter reading in the fall (for example, October): 100
Difference: 40 gallons
Number of months between readings: 5
Average number of gallons used per month: 40 gallons ÷ 5 months = 8 gal/mo.
Consumption rate: 8 (gal/mo) x $1.75 = $14.00
Base rate: $8.44
Sewer Rate: $14.00 + $8.44 = $22.44

Residents who move in after the sewer rates are set in the spring are charged the average sewer rate based on 8,000 gallons until the next spring when their average rate is established.

What does the sewer base rate and consumption rate pay for?
The base rate pays Timpanogos Special Service District for its sewer services. The consumption rate pays for the monthly contribution to the sewer flow by each household. The best way to determine the consumption rate is to estimate the average number of gallons of water used during the winter.

My meter reading is very high. What could be the problem?
There are several things that may be attributed to high water usage readings:

  • There may be a break in the water line. Please contact the Public Works Department, and they will determine if there is a leak. If the break is on the homeowner's side of the water meter, the homeowner is responsible for the cost of repairing the line. If the break is on the City’s side of the water meter (usually the street side), then the City will bear the cost of repairing the break.
  • You may have a defective water meter. Again, call the Public Works Department, and they will check the meter for defects.
  • You may have toilets that are constantly running water. Check your toilets for running water.
