Water
The City owns and operates its own water utility system, serving almost 2,150 residential connections. This water is provided through City wells and system connections with American Fork’s water system. Additionally, a private water company provides service for a small portion of Cedar Hills. The City has also constructed a secondary irrigation system throughout the entire community.

A culinary water tank was completed in 2002 for properties above an elevation of 5,100 feet. A pressurized irrigation storage tank for the City’s pressurized irrigation system was also completed in 2002.

The City is currently constructing a new source for culinary and pressurized irrigation water and continues to make improvements to the existing water and pressurized irrigation distribution network.

Sewer
Cedar Hills provides and maintains all of the existing sewer lines within the City. Wastewater treatment is provided through the Timpanogos Special Service District (TSSD) in conjunction with all the other communities in the northern portion of Utah County. Currently, sewer services are provided to almost all portions of Cedar Hills, with the exception of a few individual properties located in the south central portion of the City.

New developments install all of their own sewer connections. The City has put a tremendous effort toward installing sewer service to all community residents. The City plans to provide sewer services to all portions of Cedar Hills and will make various improvements in the existing sewer network. Recent storm sewer improvements include the installation of retention/detention basins, installation of storm sewer lines, maintenance and improvement of existing storm sewer sumps, and pre-treatment of storm water.

Storm Water Management Program
The Environmental Protection Agency (EPA) published the Storm Water Phase II Rule on December 8, 1999. The Utah Department of Environmental Quality acts as the administrator of the program for the EPA in the State of Utah. To comply with the requirements of the Phase II Rule, municipalities must obtain an “Authorization to Discharge Municipal Storm Water Under the Utah Pollutant Discharge Elimination System (UPDES)” from the State of Utah.

The Storm Water Phase II Rule requires municipalities in urbanized areas to develop and
implement a Storm Water Management Program (SWMP). The SWMP is the most substantial part of the UPDES Permit.

The SWMP must address six minimum control measures:

1. Public education and outreach on storm water impacts
2. Public involvement/participation
3. Illicit discharge detection and elimination
4. Construction site storm water runoff control
5. Post-construction storm water management in new development and
redevelopment
6. Pollution prevention/good housekeeping for municipal operations

Municipalities must develop best management practices (BMPs) to address the
requirements of each of these six minimum control measures. They must also establish
measurable goals for the BMPs. Municipalities must conduct a review of the effectiveness
of the SWMP, and submit a corresponding report to the State annually. The SWMP must
be updated every 5 years.

Storm Drains – We all live downstream!
All water that leaves your property enters the storm drain system and ends up in the local waterways such as canals, streams, ponds, lakes, and rivers. Here are some important reminders to ensure that our water is protected:

  • Apply lawn and garden chemicals sparingly. Excess can get washed out to the gutter and into the storm drain system.
  • Make sure that grass clippings and leaves are properly disposed of. These easily clog storm drain systems and don’t allow them to function properly.
  • Landscape materials that are delivered to your home should never be placed in the street or on the sidewalk. Have dirt, gravel, mulch, etc. delivered on your property and make sure that you sweep the excess and dispose of it properly.
  • Never allow liquids such as motor oil, gasoline, paint, or other harmful items to be washed down the storm drain system. Always use proper disposal practices.

Snow Removal
The Public Works Department maintains approximately 30 miles of roads, public trails, and government building parking lots within the City. These areas are maintained for snow removal, ice control, and salting from November 1 to March 31. The City staff is committed to provide safe conditions for City residents and safety vehicles. Hillside Stabilization Project
During September 2011 the City of Cedar Hills completed a hillside stabilization and reclamation project. The project included relocation of approximately 30,000 yards of rock tailings from the construction of the culinary water and pressurized irrigation tanks, located up slope, and the seeding of the reconstructed slope with native seed mix.

Each spring the Public Works Department evaluates the hillside and monitors sensitive slopes for movement. The slope containing the uncompacted tailings showed signs of distress, due to record moisture received during the spring. Based on recommendations from geomechanical consultants, the project entailed removing the overburden material from the upper slope and creating a locking keyway at the toe of the slope to stabilize the area. Drainage flows, which previously penetrated subsurface areas, were redirected to limit additional water from flowing through the slope. The seeding of the slope will aid in the absorption of surface drainage and will re-establish native plants on the hillside. The preventative work performed will ensure a more stable hillside.

Ongoing identification of potential hillside failure is an important component of the City's overall hillside maintenance. With the charge to protect valuable assets of the City and residences, the department will continue to inspect and evaluate sensitive slopes in our City.

Public Works Department FAQ

When will the pressurized irrigation water be turned on/off?
The pressurized irrigation system is turned on approximately April 15, and then shut off approximately October 15. For those residents who are connected to the system, please remember to keep the valve closest to the street open, and then the valve to your individual irrigation system closed until the water is turned on around April 15. This is a safety precaution to protect your sprinkler pipes from possible damage.

How do I get connected to the Pressurized Irrigation System?
One of the first steps is to come to the City office and obtain an irrigation information packet that includes step-by-step instructions for connection to the PI system. The signed Installation Permit and signed Connection Agreement (all included in the packet) must be returned to the City office to initiate an inspection of the connection, which will be done usually within 24 to 48 hours after the City receives the signed documents. All connections to the PI system must be inspected and approved by the City’s Public Works Department.

When will the park restrooms be opened/closed?
The restrooms in all the parks are opened for the season around mid-April and are closed again around the first of October.

How do I report a broken or burned-out street lamp?
You may call Rocky Mountain Power directly. Their call center will take the information and send someone to repair the light. The phone number for Rocky Mountain Power is toll-free: 1 (888) 221-7070.

How can I schedule a Water/Sewer Lateral Inspection for my construction?
Inspections can be scheduled by calling the Public Works Department during regular business hours. Inspections must be requested and scheduled the day before they are needed, a minimum of 24 hours in advance.

May I obtain a Street Cut and/or Excavation Permit online?
